The acceptance contract v0 adds local-owner configuration and readback on existing canonical Goal authority.

3836's next slice is governed acceptance amendments and peer adoption:

bind the contract to amendment policy, exact-base commit and receiver readback; qualify Lark separately. Full intent versioning and Stage 3–5 remain incomplete.
